Minutes of the Meeting

Fitzwilliam Town Library Board of Trustees

24 August, 2022

Present:  Trustees Robin Marra, Beth Lorenz, Richard Marshall, Carole Beckwith and Pam Troccia; Alternate Trustee Brian Doerpholz. 

Robin Marra called the meeting to order at 5:50 in the New Hampshire Room of the Library.

The Chair introduced Glenn Smith, Director of the Highway Department, and Wade Leventry of Top Dawg Design Build, LLC.

Wade Leventry had contacted Brian Doerpholz to discuss the decision by the Trustees to table the work on the fence this year.  He felt it important to get the job done this year and offered suggestions to possibly reduce his proposed estimate of $9,300.00.  An important aspect of being able to complete the fence work is the removal/relocation of shrubs and plants.  This needs to be completed before the work on the posts can be started.  The Trustees received input from both Glenn and Wade as to how they foresee being able to work together, with the help of the Trustees and possible volunteers, to accomplish the needed removal/relocation.  A tentative start date for the project was set for September 15, 2022.  At that time, Wade will be able to use the excavator to begin removing shrubs.  The Highway Department will plan to start work on the 19th, digging trenches and removing lilies.  It is anticipated with the assistance of volunteers and the Highway Department; Wade will be able to reduce labor and excavator rental costs listed in the current estimate of $9,300.00.  The Trustees also discussed his request for items given in trade to possibly further reduce the cost.

The Trustees thanked Glenn and Wade for their input and excused them from the meeting.

The Trustees conducted a review of monies from the current Library Trusts that could be made available to assist with the funding of the fence project.  $1,463.00 can be disbursed from the Ada Esdaiile Trust; $147.00 from the Charles Haskell Trust.  The annual disbursement, for the fall of 2022, from the Marguerite Davis Trust is $2,500.00.  After discussion, the following motions were made:

  1.  Motion by Carole Beckwith to approve the proposed estimate by Wade Leventry of Top Dawg Design Build, LLC, in an amount not to exceed $9,300.00, including items given in trade currently not specified on the invoice.  The motion was seconded by Pam Troccia and approved by all Trustees.
  2. Motion by Beth Lorenz to request an increase in the amount of the disbursement from the Marguerite Davis Trust scheduled for the fall of 2022, from $2,500.00 to $2,690.00.  The motion was seconded by Richard Marshall and approved by all Trustees.
  3. Motion by Richard Marshall to authorize a request from the Library Trustees to the Board of Selectmen for an additional $5,000.00 in funding to complete the library fence project.  The motion was seconded by Carole Beckwith and approved by all Trustees.

As there was no other business to be discussed, Pam Troccia made a motion to adjourn the meeting at 6:49 p.m.  The motion was seconded by Beth Lorenz and approved by all Trustees.
